That is correct. There is nothing to support the bumper when you install the Curt Hitch item # C15398 on a 2013 Toyota Tundra. That hitch was designed for the trucks without the factory hitch so there's no reason for it to have built in support for the bumper. It'll work on the Tundra's that came with a factory hitch so long as you get everything out of the way including the factory hitch's bumper support.

I spoke with my contact at Swagman, the manufacturer of the RV bumper trailer hitch # S64025, and he stated that the capacity is going to be about 100 pounds, but no higher. So if your cargo carrier and generator are 200 pounds, I would advise against installing this particular hitch for your application.
We have another bumper mounted hitches that would be a bit more heavy duty. The Curt RV bumper hitch # E-100 could handle up to 350lbs of tongue weight.

Curt's bumper-mounted RV hitch # E-100 itself has a tongue weight (TW) rating of 350-lbs. This means that if the RV bumper can also handle this much weight that a wheelchair lift and chair with a combined weight of up to 350-lbs could be transported. Not all RV bumpers can handle such an additional load. If you check with Jayco using your trailer's VIN they should be able to tell you if the bumper can handle a hitch being attached to it and what the bumper's weight-carrying capacity is.

We haven't had a chance to install the Draw-Tite Max-Frame Trailer Hitch Receiver # 75120 on a 1998 Toyota Sienna so I can't provide an exact hitch pin hole to bumper dimension but I did go out to our warehouse to take a measurement on the hitch that will help you determine where the receiver will sit on your van.
